The research

The study analyzed NYC Civilian Complaint Review Board data from August 2019 through December 2022. Regression analyses found that allegations with body-worn camera footage were more likely to be substantiated, with a particularly strong association for allegations involving racial minority complainants.

Why it matters

Reliable access to video evidence can help investigators assess use-of-force allegations. The findings inform decisions about evidence access, transparency, and accountability in police oversight.

What to keep in mind

These findings concern associations in NYPD complaint investigations. They do not establish that cameras alone cause fairer outcomes or reduce use of force, and results may differ across agencies and oversight systems.
